Buggy, unreliable, crashes constantly with messages
Version 2.8 crashes constantly, completely unusable for more than one message before it crashes — losing the message being composed as a result of the crash

Version 2.7 is more unstable: crashes constantly, losing partially composed text messages; dialing phone numbers is still glacially SLOOOOW, sometimes crashing

The GV app may have improved internally, but bugs remain: the keypad is unusable for tapping out a phone number; performance is GLACIALLY SLOW throughout, from refreshing messages in text conversations to updating contact names in calls and conversations.

Finally, Google gives some love to this old, old, old app!
Pros: streamlined interface, iPad version, now send and view photos in messages
Cons: SLOW, SLOW, so slow it seems like the app has crashed sometimes; user interface for calling and messages is cumbersome and confusing
Overall, a mixed bag: welcome catch-up improvements; frustrating performance; confusing user interface elements; rating unchanged at 3 stars

OBVIOUSLY no longer a priority.
Evidence #1 — the app icon changed in v1.6, but the App Store icon is the OLD one, not the new one
Evidence #2 — bugs! example: when composing a text message, iOS 8’s QuickType suggestions cause the Send button to overlay the character count.

Once upon a time, this was a great app. Once upon a time…
Now, in 2013 its obviously no longer a priority for Google. Key features are missing and only available from the web site. Among the most important IMHO, is the ability to block a caller. The only way to block a SPAM caller is to go to the web site — what could be a simple setting for the app is just missing in action.
Google is definitely neglecting Voice…
